Windsor hires new commissioner of infrastructure | CBC News

The City of Windsor will have a new commissioner of infrastructure services this summer. 

In a statement Friday, the city announced David Simpson, former Oxford County director of public works, will assume the job July 8. 

He replaces Mark Winterton, who had been doing the job on an interim basis since November 2023 when Chris Nepszy, the city’s former commissioner of infrastructure, was removed from the job. 

Simpson has worked as the director of public works for Oxford County since 2017. Previous to that, he worked in Halton Region.

In the statement, the city thanked Mark Winterton for his ongoing assistance while they “transition the infrastructure portfolio to Mr. Simpson.”

“As we move forward with initiatives that increase our housing supply, revitalize the core, and invest in the vital new and aging infrastructure required to sustain our growth trajectory, it is important to have the right people at the table,” said Windsor Mayor Drew Dilkens of the job, calling it a “key position” in the city’s leadership team. 

“Mr. Simpson’s vast experience in the municipal sector, and across many intersecting municipal portfolios makes him a welcome addition, and we look forward to having him join the City of Windsor team.” 

Nepszy was originally hired into the role in September 2021 and removed last year in a use of enhanced mayoral powers. He has since filed a lawsuit against the city, alleging a “culture of corruption” at City Hall.
